A LIVE MOVEMENT.

LONDON, November 9.
The Right Hon. Joseph Chamberlain, writing to the annual conference of the Tariff League, stated that attempts were being made to prove that Tariff Reform was dead. Far from being so, Tariff Reform was never so strong with the masses, nor so urgently required. Mr Chamberlain pointed out that the treaties made by Canada would affect their policy and make reform more difficult than in the past. Unless the present opportunity was taken, they might find the electors less easy to persuade in the future than in the past. Advantage should be taken by the Colonial Conference to forward the movement before it \?as too late.
