MUNICIPAL CORPORATIONS ACT.
The Government has signified its intention of "dropping" the Municipal Corporations Bill because the House, in its wisdom, inserted an amendment making the Government subservient to the by-laws. The House should have known better than, assert itself in this way. Jt has no right to meddle in tilings which concern only the Government. If it persists in conduct of this sort, it will be sent home before it is ready. The reforms required in the system of local government must be postponed because the Ministry will not obey a mandate of the House. Some day the constituents will ask whether tho destinies of this country are to be controlled by a handful of nondescripts or by the paid representatives of the people.
