RELATIONS NOT CORDIAL. Received this morning, 12.20 o'clock. LONDON, November 7. The Chronicle sent a special correspondent, to Berlin to interview eminent politicians, bankers, and merchants. be found it to be correct that the official relations between Britain and Germany are r.ot cordial. Both countries are everywhere working in veiled, and sometimes in unveiled antagonism.

The arrest of armaments is pos sible only as part of a cordial, general ana;political understanding.
