KAISER AND CZAR.
MEET AT POTSDAM.
(Received Last Night, 5.50 o'clock.) BERLIN, November 5. The Czar was warmly welcomed by the Kaiser "at Potsdam. 'lhe town was not decorated. A military display was the chief feature of the occasion. This was mostly of an international character. French detectives have been studying the topography of the town. The police removed insulting placards, calling for demonstrations of protest against the Czar's visit. The Sovereigns had a prolonged private interview.
