THE PROVIDENT FUND.
The Bill introduced last week to provide a. National Provident Fund in hew Zealand is meeting with the approval of both sides in politics. The weakness of the measure lies in the fact that it applies only to one section of the community. It has long been regarded as a reproach upon our legislation that provision for old age, in the shape of superannuation, "should be made for Civil Servants, while those engaged in other avocations have been compelled to shift for themselves as best they can. Under the Bill now before the House, only those earning less than £2OO per year are to be provided for. This will spell the failure of the scheme. If any system is to give general satisfaction, it will require to be universal.
