ST. PETERSBURG, Noveml er ]. The newspaper Novoe Vreyma, in a striking article, says that Gerr many'a whole naval policy would be an absurdity without the ultimate aim of world-wide hegemony. The only obstacle to its realisation is the understanding belween Rustia, France, and England. If this were destroyed, the equilibrium of the world would totter.
