PROPOSED VISIT TO BELGIUM
AN INFLAMMATORY PLACARD. Received Last Night, 5.5 o'clock. 'BRUSSELS, October 22. In view of the approaching'visit of the Kaiser, the Labour Federation has placarded the City as follows: — "Ihis is the man who <.a the most obstinate adversary of the establishment of the Parliamentary regime in Germany. He is personally responsible for the military expenses which are oppressing the working classes. With him all is vanity, even the most terrible mena;es." The police are taking extraordinary precautions.
