TU E POPE EXPLAINS. Received Last Night, 10.35 o'clock. LONDON, October 4. The Rome correspondent of the Catholic Herald states that the Papal decree relative to children receiving their' first Communion at seven years of age, has been misunderatood. The Pope merely counsels that children should receive communion at as early an age as possible, leaving it to their guardians and Father Confessors to decide whether their faculties are sufficiently developed to justWy their reception of the Sacraments of Penance and uie Eucharist.
