SUGGESTED BASIS OF SETTLEMENT. Received October 4, 8.30 a.m. LONDON, Octobers. The situation in regard to the cotton trouble is more hopeful. Mr G. R. Askwith, commercial secretary of the Board of Trade, is negotiating on the basis of Howe (the grinder who<?e discharge for refusinß to pick cotton seeds from the machinery at Feru Mill precipitated the lock-out) aking a holiday during arbitration, or being employed at another mill, the loser ot the tration ultimately paying his wages. There would thus, Mr Askwith considers, be no surrender of principle on either side.

PROPOSAL REJECTED. Received October 4, 10 a.m. LONDON, October J The Master Cotton spinners have rejected the cardroomers' pioposal to | refer the dispute to arbitration on ' condition that Howe is reinstated. AN OPERATIVES' DEMAND. CONCEDED BY EMPLOYERS. Received Last Night, 10 : o'clock. LONDON. Owubef 4. The cotton operatives have demanded that the man Howe, wfco was recently dismissed, be found work at another mill. Trie employers replied that they, would recommend the mill owners to give Howe the first vacancy. The operatives insist that his employment shall be preliminary to arbitration. Mr G. R. Askwith, of the Board, of Trade, who is acting as mediator, also suggests as a point for the conference that prior to arbitration it discuss its powers, under the Brooklands decision, to alter the working conditions. The operatives have agreed to this suggestion.
