THE PIGEON HOLES.
Twenty years ago, when the Atkinson Government was in power, a cry was raised from one end of the Dominion to the other in favour of the country being given access to the pigeon holes in the "big buildings." The "Continuous Ministry" was exposed to the most violent criticism, and a thousand voices proclaimed that it was inimical to the interests of the country that any p.arty should remain in office for more than eight or ten years. Where are those thousand voices now? Where is the "Continuous Ministry?" Where the pigeon-holes? If ever there was a time when the Augean stable required cleansing, it is now. If ever the pigeon-holes required dusting it is at the present moment. The whole paraphernalia of Government has grown mouldy with age. And the people are tired. . . ,
