WORKS OF PUBLIC UI'ILITY. , ■ PAYMENT OF JURORS. (Received September 19, 9 a.m.) Loj\ - JN, September 18. Without debate, the Trades Union Congress resolved that the Government should commence works of public utility on behalf of the unemployed. The congress condemned boy messengers, and demanded payment of jurymen on the ground that working men were not now tried by their peers but by their superiors. It was resolved to summon a national conference on unemployment, to be held in October. The congress protested ' against the doctrine of emigration as tne remedy, for unemployment, and* strongly objected to devoting public money to emigration, instead of providing profitable employment in ; f Britain. ■
