The Departmental Bnard appointed to inquire into the cause of the Richmond railway disaster, finds that the accident was caused by a succession or contraventions of the regulations by number of employees during an extraordinary dense fog, when it was essential that they should have exercised extreme vigilance and caution The Department ia exonerated, tin error being on the part of a hloc'c in the signali ling.
