PUBLIC DEBT EXTINCTION.
It is gratifying to know that the Government is making provision for the extinction of tn§ National Debt of the Dominion. The Public Debt Extinction Bill is now in Committee, and/ it is provided in the Bill for the creation of Sinking Funds fo* all loans not already , provided for. Future loans will have sinking funds attached to them at the rate of £230,0Q0 per million, and, under a system that has been actuarially worked out, every loan can be extinguished in seventyfive years after being raised. The public is naturally anxious about the disposition of the sinkiag funds. These should be placed absolutely beyond the reach of - any Ministry. That is the crux of the matter.
