An amendment by Mr Massey to fix the hour of Government business as from 7.30 p.m. was negatived. Sir Joseph Ward mentioned that ; he hoped all Government policy meaI sures would be carried this session. Thq Land Bill would probably be placed before the House next w*;ek, and would contain very important proposals, which wuuld meet with the support of the country. The Lo cal Government Bill would be introduced at the end of next week, but I the Bill contained so many far-reach-ing proposals that in his opinkn it would not go through this session. The measure required to be fully considered by the people concerned. He considered the session would last till the mid ile. or end of November. There was no reason why the Defence, S'lperannuition and other Bills should not be put through this SeSßiO)\ v. ,r •"-,■/ '■/ The motion was carried. PUBLIC DEBT EXTINCTION. Mr Allen resumed the debate on the second reading of the Public Debt Extincti m Bill, and said he would vote for the second reading, as he supported the principle f the B U. Mr Malcolm held that the bett way to provide sinking funds was to cease borrowing. Tne Bill assumed that the necessity for borrowing would cease in twenty years—an entirely unwarranted assumption.
