The attitude oi Parliament in regard to the Defence Act, 1909, which it is proposed to amend this session, is being watched very closely by the public.' The Amendment Bill has been Circulated, and will

This is an important poi;,t which Parliament will have to decide; Another uhase of the suiject which is r.ot less important is whether Lord Kitchener's scheme will be carried out in its entirety, particularly in regard to appointments tc the Staff Corps of Officers. There is a general feeling in the community tint if our defence | system is to b= controlled by regulation instead of by statute law, things will very soon be in a topsey-lurvey condition.
