Experince has shown that local authorities can expend grants upon roads to greater advantage than can the officers of the Public Works Department. They can do the work mora cheaply, more expeditiously, and more effectively. The Hon. R. McKenzie, Minister for Public Works* recognises this fact, and he is reported to be quietly abandoning the™ co-operative system.
