in the course of his speech in the Financial Debate Mr K. B. Ross, member for Pahiatua, is reported to have expressed ' disapproval of the public works votes being handed over to local bodies for expenditure, as this would mean the breaking up of the co-operative system. Mr Ross knows very well, or he should know, that the co operative system has had its day. It has been weighed in the balance and found wanting. Experince has shown that local authorities can expend grants upon roads to greater advantage than can the officers of the Public Works Department. They can do the work mora cheaply, more expeditiously, and more effectively. The Hon. R. McKenzie, Minister for Public Works* recognises this fact, and he is reported to be quietly abandoning the™ co-operative system.
