FRENCH'S REPORT.

LONDON, August 11
The Times' Toronto correspondent understands General French's unpublished report urges first— the peace organisation militia must be ready for the field forthwith in the event of war; secondly, better qualified staffs of brigade division; thirdly, annual training is wholly inadequate, and he proposes a divisional organisation despite locai influences, instead of the present system of military districts. He suggests the artillery should have a twenty-one days' camp, the cavalry sixteen, and the infantry twelve. He states there is good material in the militia, but qualified officers are required. The city regiments devote over much time to ceremonials.
