By Telegraph—Press Association.' WELLINGTON, July 4. LEGISLATIVE COUNCIL. The Council met at 2.30 p.m. The Clerk of the Council declared Sir C. C. Bowen duly elected as speaker, there being no other candidate. The Speaker briefly acknowledged the honour.
