Viscount Feilding remarked that if at any time the people of the Motherland desired a preferential arrangement the colonies and Canada's right to enter such arrangements would be. unimpaired by any commercial arrangoniient. That principle would be maintained and in any future arrangements whether with the United States or European countries.
