BOROUGH COUNCIL TRANSACTIONS.
A satisfactory record.
The Town Clerk, Mr W. T. Mansfield, has prepared a resume of the principal transactions of the Borough Council (other than loan) during the financial year, 1909-10. The estimated payments from the product of the general rate, and from other sources totalled £6,402. the ratepayers actually paid £4,849. Actually [.'£6,425 was expended, against the estimate of £6,402, in the usual variety of ways. Maintenance of street, £1,585, being the heaviest item. Last year the expenditure was £7,812. WATERWORKS.
The year commenced with this account £6Bl in credit. £2,213 was collected from consumers as a charge for goods supplied, and the year ended with the account in credit £393, the balance baing leduced by £2BB.
The actual requirements of the undertaking can be stated at £2,087. At tne 31st of 2*5 arch there were no outstanding liabilities in connection with the undertaking. GAS.
The year commenced with a credit balance of £786 19s sd. Ihe receipts from the revenue of the undertaking amounted to £9.142 2s lOd. and at the conclusion of the year the account. closed with a credit balance of £1,250 16s 9u.
PUBLIC LIBRARY. The Library account commenced the year with a credit balance of £136 2s lOd, and closed with a credit balance of £43 9s 3d.
ABATTOIR. This undertaking commenced the year with' a credit balance of £2*ls Is 6d. Receipts totalled £1,371 15s 6d. and the year concluded with the account in credit £415. There were no outstanding liabilities at the end oi the year. It will thus be seen that for the period under review the undertaking was self-supporting. £25,000 IMPROVEMENT LOAN.
This loan may now be regarded as practically closed. The concluding operations under the loan resulted in the accounts standing at the end of the year thus: —Schedule B, a credit balance of £lB9 6s lOd; Schedule C, a credit balance of £24 17s 3d.
GAS LOAN OF £12,000. During the year the balance of this loan, i.e., £3,000 was lifted. At the Slat March last £1,060 6s 4d yet remained available (subject to outstanding liabilities) for the objects for which the loan was raised. SANITATION LOAN £13,638 10s 4d.
The receipts from the special rate were slightly under the annual charge of £477 6s lOd interest and sinking fund. At the conclusion of the year the balance in hand stood at £ll7 16s 9d.
BANNISTER STREET IMPROVE-
MENT LOAN, £2,000,
The receipts from the special rate were in this case slightly in excess of the annual requirement of £l2O interest and sinking fund and the year concluded with the account in credit, JS7O 16a Id.
£25,0u0 STREET AND OTHER IMPROVEMENT LOAN.
In this case also the receipts from the special rate were slightly in excess of the interest and sinking fund charges, i.e.. £1,206 8s 6d, aDd the year concluded with a credit balance of £59 9s 2d. DISTRICT FUND ACCOUNT.
The position of the District Fund Account at the commencement and conclusion of the year is stated thus. At Ist April) 1909, in debit £3,550 103 3d; at 31st March, 1910, in debit £3,113 3s 8d: and that of the Loan Accounts (capital monies)—at Ist April, 1909, unexpended £2,674 18s; at 31st March, 1910, £1,274 10s sd.
ESTIMATED EXPENDITURE FOR THE YEAR.
(To 31st March, 1910). General Rate Account.—£6,s4l, Which will among other iterhs embrace fire prevention £7OO. hospitals and charitable aid under precept £SOO. Total estimated receipts £1,117The unimproved ratable value o the borough at the date of final ap« proval of this estimate is put at £539,083. The limit of rating is:—General rate l£<i in £ on capital value,
£1,079,588. To produce £5,424 it will be necessary to make and levy a general rate of 2.42 pence in the £ on the uiimproved value of the whole of the borough. Following is a statement of the further requirements of the Borough Council .'—Particular separate rates —Library, suggested estimate, £100; amount ot rate necessary, .05d in £. Waterworks water supply —Suggested basis of charge 4 per cent, and 2 per cent. This with minimum charge of 10s upon an estimated annual value of £ should produce £2,019, and with the balance in hand ought to be ample for the requirements of the year unless undue extensions of mains are carried or-t or some unforseen event arise. Special rates. —Gas loan, £II,OOO, £12,000, £4,000. The practice has been to meet interest and sinking fund out of revenue of the undertaking. If that course be pursued this year the item can be disrsgarded. Waterworks Loan, £22,000, at 3| per cent. In 1909-10 this liability was met out of the particular ssparate rate. If that course be followed this year no rate will be required. Sanitation or Sewerage an J Sewage Disposal Loan, £13,638, at 3?, per cent. Suggested estimate equal to a rate of .25d in the £ upon an unimproved value of £463.
Bannister Street Loan, £2,000, at 4§ per cent.—Suggested estimate equal to a rate of .08d in the £, £l2O.
Abattoir Loan, £4,000, at 5 per cent. —The practice in the past has been to disburse this payment out of revenue. If this course be pursued this year no rate will be required. £25,000 Streets Loan at 6 per C ent.-~Suggested estimate equal to a rate of .50d in the £ upon an unimproved value of £1,260.
