LONG DELAYED INCREASES. NOW TO BE MADE UP. By Telegraph—Press Associatoin. WELLINGTON. May 5. , When the retrenchment was operating in the Civil Service during the year 1909, a large number of promotions and consequent increments were withheld from railway employees.
