' The Commissioners of Customs prosecuted the Ellis, Kislingbury Company for importing by the Omrah 33cwt. of Victorian butter containing 18.2 per cent, of water. Ihe defendants pleaded the Government's certificate wnich made no mention of the excess of water, and that they regarded the certificates as practically Government guarantees. The Magistrate, at Towerbridge, imposing a fine of 40s, said that "the people who inspected the butter before shipment ought to be before me."
