INAUGURATION OF REFORMS. LORD MINTO'S POPULARITY. CALCUTTA, April 1. An "All India" movement has been inaugurated to commemorate the introduction of reforms. It is proposed to creatt a. great Minto Park at Allahabad, and erect a pillar recording the reform proclamation. As the time approaches for his retirement, thera are muny evidences of the popularity of tha Viceroy, the Earl of Mintc. (Lord Minto has besn Viceroy of India since 1905. A report, subsequently denied, that Lord Kitchener was to be his successor, was recently circulated.)
