WAIRARAPA HOSPITAL AND CHARITABLE AID BOARD.
v, The first meeting of the new Board was held yesterday, all members being present, except Mr Colquhoun, who was absent owing to ill health. MrF. G. The Secretary called for nominations for the office of Chairman. Mr Fisher moved, and Mr Kwmgton seconded, that Mr £. G. Eton i e Chairmen.. ..... ~ _„. There being no other nominations Mr Eton was declared duly ejected and took his seat amidst applause. The next business was the election of a Secretary and Treasurer. Mr Moss moved the appointment of Mr F. G. Moore to the offices. In doing so the mover said Mr Moore had filled those nositions on the defunct Hospital Board with credit to himself and benefit to that body. Mr Crewe, in seconding the motion, endorsed the remarks of the ! last speaker. | Mr McLeod toak exception to the offices being combined. Mr F: G. Moore regretted he was unable to accept the position. It would interfere with his duties as County Clerk.. He promised to assist whoever wa3 appointed in the initial stages of the work. After battling for years to secure the separate administration of Hospitals and Charitable Aid for the Wairarapa, and ultimately succeeding be was sorry he was not able to take up the duties of Secretary. Several other members expressed their regret and at the unanimous wish of the Council, Mr Moore consented to accept as Secretary and Treasurer until his successor was appointed. Mr Moss moved that applications be invited for the position of Secretary, and that a Committee be sst up, consisting of Messrs Ewington, Fisher, Morris and the Chairman, to define the duties of the Secretary, fix remuneration, call for applications for the position, and consider the same and submit three names for the Board's final decision. The motion was seconded by Mr Cornelius and carried. The Bank of New Zealand was appointed as the Bank of the Board, and Mr W. G. Beard solicitor. A letter was read from the In-] sector-General of Hospitals congratulating the Board on its first meeting, and giving an outline of some of the important matters they had to consider at the first meeting. £S The Secretary stitted that Committees could be set up by the Board to administer the Charitable Aid and the Hospitals. They would not have the same power as the late Trustees. They need not necessarily be members of the Board. Mr Crewe said according to his reading of the Act the Committees would have to be composed of a certain number ot members of -the Board, but additions from outside the Board might be made.
Mr Fisher moved that committees of management for the Masterton, Pahiatua aDd Greytown Ho°pitals be set up with seven members each, not leas than two to* be members of the Board. This was seconded by Mr Speedy and carried. The following committees were then appointed subject to their consenting to act:—For Pahiatua Hospital, Messrs J. D. Wilson, G. Godfrey Taylor, E. R. Hare, G. Ai Burgess, H. Cornelius, S. Boltori and JD. Crewe. For Greytown Ho 3--pital, Messrs W. tidy, M. Maxton" W. J. Nix, A. Bouth, W. Moore, R.' G. Welch and H. Morrison. For Masterton, Messrs J. placed in! the hands of the local I bodies. That was what was done in the past with the exception of Masterton. There had > been a great deal too much money spent by the Benevolent Trust of Masterton in comparison with the rest of the district, and he thought if the management were placed in the hands of the local bodies it would act as a check. The Chairman suggested Masterton should be left out of the motion. After further discussion the motion was so amended, seconded by Mr Welch and carried. Mr Wisher moved, and Mr W. Moore seconded, that the administration of the Charitable Aid at Masterton, and of Solway Home, be placed in the hands of the committee set up to administer the Masterton Hospital With the addition of Mrs C. Cairns and Messrs R. T. Holmes and W. Morris, this was argeed to. A sub-committee of the Board, comprising Messrs Ewington, Fisher, Morris and the Chairman, was set up to formulate regulations for the guidance of the several committees previously set up, and lay the same before the next meeting of the Board. Under general business a discussion took place on the transfer of balances from the defunct Hospital Trusts to the Board's account. The Secretary explained that these accounts became under the Act automatically the property of the Board. Mr Fisher said it would be necessary to give the committees power to operate on these accouncs. He moved that this Board authorise the transfer of credits of the Hospital Trusts to the account of the Wairarapa Hospitals and Charitable Aid Boards Account at the Bank, and the Board transfer several amounts back to several newly appointed committees of management, and that the present acting Secretary be given the power to complete the business. Mr Crewe strongly objected to the proposal to hand sums'over in a lump to the new committees, and moved as an amendment that before any moneys be paid over to the Committee they should first- send in a requisition giving details of their requirements. / Mr W. Moore said the requisition had already been sent in by trustees at the beginning *of the year. Mr Speedy seconded the amendment, which was put and lost, only four voting for it. The motion was then put nad declared carried. 2 It was resolved to hold the meetins of the Board at the County offices, provided the Council would grant them permission. The time and days of met ling were fixed at 12 noon on the first Wednesday in each month. It was resolved that a copy of the regulations as approved by the subcommittee be sent to each member be fore next meeting. The next meeting will be held on Wednesday, 20th instant.
