There was considerable surprise when, amid Ministerial cheers, Mr Asquith, in reply to Mr Balfour, noticed for Tuesday's motion the guillotine, allotting five Parliamentary days to veto the resolutions in Convnittee. The first resolution must be disposed nf by 10.30 p.m. on April 7th, setond "by 7.30 p.m. on 14th; the third three hours later immediately thereafter. The Unio; ist newspapers declare ths»t the muzzling is due to the Unionists inconvenient and damaging sp-reches. I Mr Asquith's announcement is coupled with an intimation that when the veto resolutions are passed, the guillotine will be similarly applied to the Budget, and is widely interpreted that the Government are determined to accelerate a crisis. Poreshadowing a di3so!ution many Liberals and Unionists in central offices are organising meetings in the provinces in view of early elections. The revenue deficiency ev.-kes in "The Times" a vehement particle charging the Government with calculated mismanagement of the country's affairs with a view to punish the country for not sanctioning parts j of the Budget, and also with the intention of leaving a chaos with which to embarrass their political opponents.
