Cook, Ministar for Defence, commenting on Mr Fisher's (speech, says it is so much moonshine. Mr Fisher was trying to create the impression that the present Government's naval scheme was originated by his own party. "The two are quite distinct," says Mr Cook, "and have a different purpose and different objective. What tne Fisher Government did in the way of originating a new navy was to order three small boats, and instead of getting the best advice the naval authorities in Britain, it put the matter in the hands of a private naval architect, who was being paid a 2 per cent, commission to supervise them."
