BILL APPROVED BY CABINET. HOME FLEET TO BE STRENGTHENED. United^Press Association—iSy Electric Telegraph Copyright. Received February 9. 8.45 a.m. PARIS, February 8. The French Cabinet has approved the Navy Bill, which provides that the battle fleet in home waters shall consist of the following vessels: Battleships 28 Cruisers 10 Destroyers 52 The submarine defence-fleet will ; comprise 94 submarines. Four mine- I layine vessels will shortly be commenced, and six battleships will be completed by 1915. The age of battleships on active service has been fixed at twenty-five yearn, of cruisers twenty years," and destroyers and submarines seventeen years. f
