AMERICA'S NATURAL RESOURCES.
Received January 17, 10.10 p.m. WASHINGTON, January 17. President Taft, in a message to Congress, advocates the conservation of the natural resources of the United States, and asks the withdrawal of public lands from private settlement when theycontain forests, coal, minerals and phosphates, and border on water. He suggests that the Government retain the title to the coal and mineral deposits.
