MANCHURIA.
NEUTRALISATION OF RAILWAYS. OPPOSED B* JAPANESE PKESS. Received January 11, 8.45 a.m. TOKIO, January 10. The Japanese press unanimously condemn the proposed neutralisation of the Manchurian railway, and declare that justification exists for interference with the Portsmouth treaty. Germany is criticised for enjoying railway and mining privileges in Shantung, end yet seeking to deprive Russia and Japan of their privileges in Manchuria. Received January 12, 12.40 a.m. ST. PETERSBURG, January 11. The "Novoe Vremya," criticising the American proposals in regard to the Manchurian railways, declares that it is impossible for Russia to abandon control of communication with Vladivostock.
