The Washington correspondent of "The Titr.es" reports that Mr P. C. Knox (United States Secretary of State) has secured Germany's and China's cordial support and Britain's approval in the principle ot the proposal to free Russia and Japan of the onemus responsibility in connection with the Manchurian railway by neutralising them and vesting the ownership in China and placing them under an economic and impartial administration with the co-operation of Russia and Japan, and all interested Powers. Hence equality of commercial'opportunity would be finally assured.'
