DEFENCE.

A comparatively high state of military efficiency is necessary in the Dominion for two, reasons —(1) to enable it to assist, if required, in the defence of the Empire at whatever point an attack may be made; and (2) to resist to the uttermost annexation by a foreign Power should Britain, from any cause, become unable to protect the outlying portions of the Empire. There is nothing incredible or improbable about New Zealand having to do both in turn, says the "Christchurch News." How it will fare in that day will depend very much on the way the question of military and naval defence are handled at the present time, and what kind of provision is made beforehand.
