ENGINEER'S REPORT ON STRICTURES. By Telegraph—Press Association. NELSON, December 20. Mr Atcheson Smith, the Nelson resident drainage engineer, in a report to the City Council, traverses the Health Department's strictures concerning the construction of the drainage works. He points out that the departmental inspector mistook ejectors for single ones, mistook the Britannia Heights sewer for the Wakefield-quay sewer, estimated the flow in one instance from an eight-inch pipe instead of a sixinch pipe, mistook the ventilation cavities in the manholes for constructional defects, and finally, that the septic tank effluent and by-passes alike empty three-quarters of a mile from th« tank into the p«rmanent waters of the harbour, the sewage from the old sewage works emptying into the mouth of the Maitai, and also into permanent deep water. He points out that since April last year, on a special resolution of the Council, a Health Department officer had been engaged on inspection and testing the sewers, with retrospective powers; that the Cambra street sewer so greatly condemned, had been so insnected for three chains last September; and that the Council had paid over £3OO to the department's officer and hi? assistants for such inspection. The Council will shortly consider the drainage engineer's report, to ascertain if it will comply with his request to call in Mr Mestayer, designer of the scheme, or other independent expert, to judge between him and the Health Department.
