THE PANAMA CANAL.
ONE KEHULT OF ITS OPENING. LONDON, December 17. Lord Ranfurly, formerly Governor of New Zealand, speaking at the Colonial Institute, said it was inevitable that the opening of the Panama Canal would make a great change in trade routes. The British, said Lord Ranfurly, had nut taken full advantage of their opportunities in the Pacific Islands to secure suitable harbours. They bad refused to annex islands even where the people had asked for annexation.
