CANADA AND THE STATES.
The Dominion of Canada and the United States have for some time been drifting towards a tariff war, the cau3e ot which has been the action of the Amarican protectionist Government an refusing to recognise that Canada has the Bame right to regulate its trade and commerce as is claimed and asserted by the United States. Although extremely reluctant to press mattes to an extreme the Canadians had gradually become convinced that unless they made a strong fight they had no hope of obtaining fair consideration from Washington, which imposes an import duty upon Canadian wood pulp, but objects to the imposition of an export duty by the Dominion. This situation has already led to various retaliatory steps on tit'nerside, and as both countries ha ;e mixicnutn tariffs and "sur axes" which they cat) apply upon emergency there was very ss-ious dii„er of affairs
passing froro bad to worse. The threatened strife has, however, been p actically avoided for the time being by the conciliatory attitude lately adopted by the American auwfiosa proposal fiat the application of the maximum tariff against Canadian goods shall be postponed gives time for a better understanding, while the mutual admission of wood pulp and paper free of duty is suggested 'officially as a means for removing the chief cause Jof Canadian feeling without offending the self respuct o f either country. We may anticipate that this heralds commercial peace between the two great English-speaking nations of North America.
