A SUPPLEMENTARY TREATY RATIFICATION, United Press Association—By Electric Telegraph Copyi ig'nt, OTTAWA, December 3. The Canadian Parliament has ratified a supplementary treaty with France. It is designed to satisfy the objections of French agriculturists. Provision is made for its cancellation upon at year's notice, enabling the Dominion to enter a system of Imperial preference when necessary
