Count Bernstorff, German Ambassador 'to the United States, in a speech at Philadelphia, said Germany's foreign policy was purely commercial. She had no territorial ambitions or deepseated designs against other States, and against the existing balance of power among the nations. Keferring to the Monroe Ductrine, the Count said there was not the slightest intention on the part of Germany to seek a foothold in the Western Hemisphere. Trade rivalry should never lead to war. The development of the German Navy was intended to protect the Fatherland's commerce and mercantile marine. •
