UNDESIRABLE STATE OF AFFAIRS.

Eleven thousand convicted criminals have been enrolled in different French regiments under the conscription law during October coming in contact with respectable youths.
The Minister states that he is determined to ask Parliament to sanction the reforming of this state of things.
