At the dinner to the Scottish Clans Associat.on in London, Rear-Admiral Sir Fercy Scott reaffirmed the Navy's unprecedented efficiency from the standpoint of organisation, training and preparation for war. "But," remarked the Admiral, "the reforms for securing this efficiency have not been introduced without a certain amount of obstruction, friction, and jealousy being manifested.

Sir Percy Scntt proceeded vehemently to protest against the scandalous imputations made against the nonesty and administrative capacity of the naval officers serving on the Board of Admiralty. Happily, he said, this procedure was so adverse to the tradition ox the Navy, and so contrary to good comradeship, that it had not interfered with the carrying out of the necessary reforms, nor shpken the loyalty due to all naval officers to properly constituted authority.
