MUCH NEEDED REFORMS PROPOSED. " Received October 29, 10.10 p.m. BKUSSELS, October 29. The Belgian Colonial Minister outlined the Congo reforms proposed to be carried out between 1910 and July 1912. Fieedom to trade in the produce of the seil will be established throughout the districts hitherto tlaimed t.a State property. The Government will consider the advisability of rebuying concessions from companies. In future the taxes will be levied in money. Enforced porterage is to be suppressed. He declared that tha charges of cruelty against th? Belgian administration were false.
