IHE NAVAL EXPENDITURE.

SPEECH BY MR.CHURCHILL. Received October 19, 11.5 p.m. LONDON, October 19. Mr Winston Churchill, speaking at Dundee, dealing with the naval expenditure, proposed in the Budget, referred to the false, shameful, lying panic started in the interests of the Conservative party. Mr Churchill added*—"We will not be driven by the windy agitation of ignorant, interested and excited hotheads into wasting public money upon armaments on a scale clearly not designed merely for the purposes of material defence, but as part of a showy, sensational, aggressive jingo policy.
