PROPORTIONAL REPRESENTATION.
TASMANIAN SYSTEM. Received October 13, 10 a.m. HOB ART, October 13. A committee appointed to enquire regarding the results of tlje proportional representation system at the late e!ecti6r> reports that its working was an unqualified success, while admitting that some parties did not receive their due share of representation. This is attributed to cross voting. The committee favours the drop quota as against the Hare q'lota, on the ground that the former makes excessive representation imp)ssible.
