EMPIRE DEFENCE.

CANADA'S NAVAL SCHEME. A HITCH. United Press Association—By Electric Telegraph Copyright. LONDON. October 8. According to the Ottawa correspondent of "The Times,"' a rather serious hitch has arisen in reference to graving docks. The Admiralty urges the construction of larger docks on both seaboards, as more essential from an Imperial standpoint than the creation of a local fleet. The Esquimalt dock is considered too much exposed, and a safer and larger clock in British Columbia is necessary. Similarly, the dock at Halifax is considered too small for Dreadnoughts.

The question whether war vessels shall be built in Canada is exciting discussion. This will greatly enhance the cost, but many leaders of public opinion hold that. the money must be spent in Canada if the navy scheme is to be msde popular.
