COMPREHENSIVE PROGRAMME.

Received September 13, 8.35 a.m. LONDON, Septemberi 2. The Trade Union Congress has closed. The congress resolved that the democratic education policy should include the following points:—

State maintenance of School ' children.

Scientific and phjsical educa-

tion. Skilled medical treatment fo" all requiring it. Open-air recovery schools. Secondary and technical educa tion for every child.

It was decided that-the Imperial Exchequer should bear the cost of these reforms, by means of grants and the restoration of misappropriated educational endowments
