WARNING TO MULAi HAFID
Received September 3, 8.35 a.m. LONDON, September 2. The Powers, in a collective Note, have summoned Mulai Hafid, the Sultan of Morocco, to prohibit the torture of prisoners and punishments involving mutilation or a lingering death.
