GUARDING NAVY AND MILITARY SECRETS.

The Government has appointed special detective inspectors at Portsmouth, Chatham, and Devonport Dockyards, with a view to safeguarding naval secrets. PARIS, September 1. A coffee-house keeper at Sedan, in tne north-east of P'rance, has been arrested for employing carrierpigeons to convey messages to Germany.
