BILL PASSED BY SERIATE/ NEW YOKK, August 6. The United States Senate, by 47 votes to 31, passed the Tariff Bill,/' as amended by the Conference Committee of the two Houses. President raft has signed the Bill, which comes into effect at midnight Congress has been adjourned. LONDON, August*-6. The New York correspondent of the "Daily Mail" says there is a consensus of opinion that the passing of the Tariff Bill will ensure the victory 1 of the Democrats at the next Presidential election. The Democrats now favour not Freetrade, but moderate protection.
