Sir Edward Grey's speech in the House of Commons last week in reply to the attacks on the Czar by Labour and Socialist members has been received with general gratitude in Russia. Several newspapers state that the tactless and offensive protests of the British Labour party against the Czar's visit have caused indignation in all quarters, but cannot injure Anglo-Russian friendships. A VIGOROUS DEFENCE. CZAR OPPOSED TO REACTION. RESTRAINS EXCESSIVE PUNISHMENT. Received July 28, 8.35 a.m. LONDON, July 27. Professor Parks, oi Liverpool University, who organised the visit of members of the Russian Duma to London, condemns Mr Keir Hardie's attacks on the Czar. Incidentally the professor states that the Russian Court is largely reactionary, but the Czar resists all their influence. The Czar personally intervened to stop all executions ex cept in the case of crimes of excessive brutality.
