SIR E. BAKER'S SPEECH.
"TIMELY AND SENSIBLE." United Press Association—By Electric Telegraph Copvrisn*. Received July 23, 8.55 a.m. LONDON, July 22. In the House of Commons, the Master of Klibank, (Hon. A. W. Murray), Under-Secretary for India, in reply to Mr Mackarness (Liberal member for Newbury), said Sir E. Baker's recent speech was both timely and sensible. The Master of Elibank informed Mr Smeaton (member lor Stirling) that Sir E. Baker had always been one of the foremost Indian reformers. Last week Sir E. N. Baker, Lieu-tenant-Governor of Bengal, addressing his Council, said there had been enough denunciation of outrages—now was the time for more The speaker added that unless the education authorities and parents of students actively co-operated with the Government a solution would come not in a peaceful or painless way, nor would there be room then to discriminate between innocent and guilty.
