FOREIGN POLICE IN FRANCE. PARIS, July 16. As an outcome of the Hurtling spy case, the French Government has announced its intention to exclude all foreign secret police from the country.

Hartling, a Russian, whose real name was said to be Londeson, was condemnpd in France in 1900 and sentenced to five years' imprisonment bv default for the manufacture of explosives. Much rurprise was caused in France by the announcement that Hartling had since heen chi>f of the Russian secret police in Paris, and had been deputed to watcn over the Czar's safety while he is in Cherbourg. The selection of such an agent was held to show want of respect to France.
