In the course of the debate on Lord Roberts' National Service Bill, the Earl of Crewe, Secretary of State for the Colonies, warned the House of Lords that the Bill was intended to apply to Ireland, where portions of the population were accused bysome persons of disloyalty. k Many of the middle and respectable working classes in Britain continued Lord Crewe objected to their sons camping with what they would consider "riff-raff," just as they did not send their children to the council schools, lest they should be associated with what they regarded as "gutter children." The Unionist newspapers areamazed at Lord Crewe 's speech, and contrast it with those of Lord Milner and the bishops in favour of the fusion of classes.
